The mayor has a point. I was bullied as a child - older kids picking on younger kids. I think it’s a fact of life. You either learn to defend yourself, or you will always remain weak. “Safe Zones” reinforce weakness.
As long as the “adults” in education don’t participate in the bullying, but instead humiliate the obvious antagonizers.
Often it’s the “adults” in education that need to grow their respective pairs.
