You turn off the water main that feeds it, and you unbolt it. Not turning off the water main would be a 'hold my beer' moment, and maybe a Darwin Award moment.

Just unbolt it. The valve is deep in the ground, and there is no water in that column. Otherwise, the water would feeze in the winter.

in Chicago the valve is off and under ground.. if there was water up at the top it’d freeze.
