I suspect authorities got multiple stories from the 8 to 10 other people which led them to re interview the orginal shooter.
I think anyone who did not stop the shooter is guilty of assessory. Convicting 8 people who were there would be difficult. And this would only clog up the legal system.
Knowing nothing, I’d assume the guy shot their friend, convinced the girl to take the fall cause she’s younger (and probably cuter) so she’d get an easier deal. Cops convinced her otherwise.
