There should be ONLY three (3) federal SWAT Teams:

1) FBI HRT for hostage rescue/anti terrorism
2) USMS Fugitive recovery
3) DOE NNSA/OST teams operating under the AEA of 1954. Thats it!

For number one, you left out the FBI’ s key duty of executing innocent women and children.

I would add 1 - DOD teams that are limited to military bases that have TS or higher areas. SWAT team members should be cleared for that level of access. Given that restriction, there would be like 5, certainly less than 10 such teams.

You left out the National Endowment for the Arts. Suppose a terrorist were to submerge an image of Mohammed (Peace be upon him) in a jar of urine. This would naturally lead to riots and possibly even a world war. If it was suspected that he was armed wouldn’t you want a SWAT team beating down his door?
