Heinlein had other forms of qualifying volunteer national service for those who could not qualify for military service in “Starship Troopers.” His point was that full citizenship was a privilege to be earned in that society, not a birthright.

I need to reread his book, as it has been quite awhile. I do recall that there were indeed other ways to qualify. But, the premise, I most certainly embrace, that citizenship is not a birthright.
