In this country it is not permitted to say something offensive about African Americans, at least not if you have money or a job that you may be deprived of. The next step will be prison terms for saying things offensive to black people, as interpreted by them or by the media (an innocent remark would be actionable if a derogatory meaning could be somehow squeezed out of it).
But people will still be free to say insulting things about white Americans and other groups. Maybe not about gays.
