It is a little known (but totally true) fact that this is a fairly recent behavior in dogs.

It was virtually unknown until the advent of "pooper scooper" laws in major Liberal controlled cities.

Once the dogs saw their owners scooping up the poop and saving it in plastic bags they were subconsciously conditioned to regard it as a treat, since up to that point the plastic baggies had been used only to hold their dog biscuits on long walks.

Although this is a 100% True Fact I think that I should be given a government grant to carry out a study proving the origins of this animal behavior.

About $5MM for the first year should be sufficient. I guarantee more satisfactory results than were returned for the $600MM spent on the Obamacare website.
