One of the major part of Wigan’s attendance problem is due to that they are more of a Rugby city than they are a soccer city. Wigan was one of the least financed teams in the Premier League.
Just look at the difference that Martinez made after getting to a much better financed and supported club in Everton. I am not sure that David Moyes could have Everton right now in a position to possibly get in the Champions League. Moyes is not a good enough of a coach to put a Europa League or Champions League team together.

Some people say Rafa’s team that won the Champions League was basically built by his predecessor, Gérard Houllier.
I know that about Wigan, doesn’t have much to do with the conversation though. Egg-Chasers, Rugby.
I don’t recall any of Moyes’ Everton teams being on the side of 8-0 and 9-1 hidings or being dropped, fighting relegation every year either.
