Because he's an affirmative action hire. Nothing will ever be done about his complete and utter incompetence and his horrendous attitude. And he's well aware of it.

I don’t see where your affirmative action assumptions fit the circumstances. (And yeah, my experience has been that Asian postal workers, on average, are the most driven and efficient.)
