Who does the restitution go to? Cemetery? The courts?

It’s a crime that murderers are not executed any more. Except in TX.

Real restitution would be for her to get back on the ledge and let one of her late husband’s family members to give her a push.

Restitution to the park service for cleanup maybe, or false report and costs of investigation.

His family recovers via a civil suit for wrongful death, so the restitution is not to the family.
