Bit of a misleading headline. The felony wasn’t for speaking, it as for resisting.
Reasonable time, place and manner restrictions are fine. Maybe 3 minutes is a bit short but ... when your time is done, hush and find another forum. Come back next week. Do something.

However, this is a variation of the Heckler’s veto. Haranguing public officials is fun if you ask me, but there is a limit. He passed it.
