Consistent isn't a requirement in science. It is a requirement in industry.
The fact that you are imposing industrial standards on LENR reveals how high your expectations really are. It is 50 years ahead of CHF because CHF only recently got to breakeven, for a billionth of a second, after hundreds of $billions were spent on that goal.
