Agreed. How about if it is on a leash/running wire in its own backyard, as in this case?

I doubt an angelic puppy would have been shot.

Also, the cop was not there as part of the gestapo roundup. Again, from the article:
“McGlone’s daughter called police to say she hadn’t heard from her mother”.

Here is what it looks like:
- police was asked to come to the house to check for, among other things, any possible foul play
- police sees a rabid dog charging at it
- the dog has attempted to bite people and animal control had been called
