Speaking as a life long allergy sufferer I have to say get rid of the dog. Since your child is young he may out grow his dog and cat allergy. I say this with a heavy heart because I know how much joy dogs and cats can add to his life.

Yes been around dogs and cats for short periods of time. Reaction the same with them also. That should more than confirm the child has an allergy, likely to pet dander. As a dog lover myself I hate to say it but looks like the dog needs a new home. Depending on the age of the child, I wouldn't want to introduce allergy meds to their diet if at all possible (meaning find the dog a new home.)
