Yes but we are living in a country where Marxists regularly lie to get what they want. Until they show proof for all we know it could have been some rich hermit who buried it and forgot it.

Until the government proves they were stolen, it is their to keep. It looks like the government doesn't has a solid proof.

Fabulous uncirculated historical gold coins that are melted down are bullion. Now, the next lucky finder knows what to do.

The government would be wise to take their half in taxes, and let the find stand.
