International driving permits, which are booklets issued by governmental agencies or private organizations designated by a country’s government, are the only official translation of a person’s driver’s license. So all it is, is a translation of your drivers license so that a foreign cop can understand the info on your home county license. You must have your home country license to accompany the IDL.

Thanks for your in-depth examination of the evidence! I obtained an International Driver's license some years ago and do not remember what it required, since it was pre-9/11; things may have changed.

Since then I've only traveled in countries that didn't require one. Trying to maintain those other-side-of-the-road skillz... I do recommend buying the extra insurance when renting a car in "other-side" nations. I clipped my rental car's side mirror on a narrow street in UK a few years back.
