The Cop was working as Security at the hotel. What are the laws regarding arrest by a Security Officer in that State? Once he puts on a Security Uniform does he lose his powers cited to off duty cops?

Different places in the world have differing arrest laws and citizen’s power of arrest. Just curious as here in Australia even though we have the right to make a citizen’s arrest it can be a minefield if not done correctly and in this case once the felony had ceased it is better to let the perp walk if they insist and give the cops the information on the guy - most don’t know this and will usually follow instruction.

In most places in the states, a cop is always a cop whether he was on duty or not.

If he’s a fully-certified law enforcement officer, he’s got all his official powers 24-hours a day, on duty or off.

In Texas , the Police are never really off duty.
If you are working security, you can still wear your uniform. They are not wearing Security Guard uniforms.
Anybody can make a felony arrest , but only the Police can make a misdemeanor arrest.

In KCMO, the police officers are allowed to work off duty as security guards, and they wear their standard duty uniforms. The only way the public would know they're security guards is that they spend far more time at a location than they'd be able to had they been on duty.

As such, if a KCMO cop sees a crime being committed while in uniform, they are expected to intervene.
