I’ve been RA, and I’ve been National Guard, I would never think to salute some state guard person walking by, although I don’t recall ever seeing one.
The State Guard doesn’t get paid unless they are activated, which is rarely. They are not a real military force. To say that they are is an insult to the military.
Like I said before, I can only speak for What I’ve seen in Texas. As an Active soldier or National Guardsman, you do not render a salute nor take any guidance from someone in the State Guard.
