They say it’s about safety but it’s really about them being able to stop anyone they want at anytime.

It’s a police state, get used to it.

Bingo! I don't care if the jogger refused to give her name when stopped. She went instantly from her daily routine to a crisis situation. Anyone would be be confused, some more than others.

Part of the JOB of cops is to understand that a jogging jaywalker is not a fleeing murder suspect. You don't treat a jaywalker the same as a murder suspect. Unless you're in a police state.

As a side note, I was reading the autobiography of a recently-retired New England cop. He was a tough character when necessary, but he had the reputation of being an "officer friendly" to the citizens at large. The other officers constantly criticized him for his friendly attitude. That's today's America.
