Who carries ID when jogging?

I think joggers should be required to wear little license plate ID’s around their necks similar to what dogs wear.

The last time I looked at the relevant law, if a person is suspected of a crime (jaywalking in this case?) or a witness to a crime, they are required to ID here in Texas. Simple failure to provide ID absent these two conditions is not a crime.

Yet people get thrown into the slammer all of the time for it.
