831? That was the first year. It was incorporated into the budget and repeated for he rest of his term to no positive effect.

His standard is that unemployment would be kept below 5% if it was passed.

I think so many people have missed that very important point. The stimulus was passed, and got baked into the baseline budget. In effect, the stimulus has continued, year after year, resulting in deficits of over a $trillion for most of his presidency Obamas “stimulus” was closer to $5 trillion dollars and continues to this day, because it never expired. The economy grew at 1 to 2% with the stimulus. I bet it would have done close to that (if not better) without it, and we would not have had the massive run up in the nation debt. As recoveries go, it has been one of the worst on record.
