Why do a see a resemblance between Prenovost and Justin Bieber’s mother . . . ?

You might be on to something. Did a little research, wikipedia, and Bieber’s mom's maiden name is Mallette. The women in question's name is Prenovost. Thus thru the process of deduction I would assume both women are Quebecois. This might account for the resemblance.
