Georgia was a constituent “republic” of the USSR. Romania was not.

Josef Stalin was a Georgian, not a "Russian," but I guess he was a "Soviet" wasn't he. Georgia was once part of the Soviet Union. So I can see why a Georgian would also be a Soviet. But Romania was never part of the Soviet Union. So that's why I get confused when they call a Romanian a Soviet.
