No it is NOT a line item for research. The paper is a request for proposals for research for ‘out of the box’ ideas.

Wonder Warthog posted about an MIT LENR session. I did a brief google search and came up with a Kevmo post last week that linked to the article which looks legit. Several freepers have taken courses with the profs cited.
