Was Cruz’s father in the process of becoming a U.S. citizen when Cruz was born?

No, Raphael Cruz (father) didn’t become a U.S. citizen until 2005 when Ted was 35 years old.

Don’t know.

What we do know about Cruz, and don’t know about Soetoro, is that he was a U.S. citizen at birth.

It is only highly probable that “Natural Born Citizen” meant “born of two citizen parents” in 1789; it is not a certainty. The text of the Constitution makes perfect sense even if “NBC” is interpreted to mean “citizen at birth.” That would distinguish the citizenship requirement for the Presidency from the citizenship requirement for election to Congress.

There is no evidence that Soetoro is ANY kind of U.S. citizen, other than a crudely forged “birth certificate.”
