There is no such thing as “negligent homicide.”
For a criminal prosecution, you must prove that she intended to harm people. She did not. This is, quite simply, an accident caused by a frail older woman.
If you start locking people up for negligently causing accidents, you better get yourself fitted for an orange stripe uniform, and everyone else, too. Nice police state, you got there.

In the States, it’s comparable to manslaughter. When you do something that you should have known could have deathly consequences, but chose to do it anyway and something terrible happens, it’s a prosecutable offense.
It’s not a police state to charge somebody with a legitimate charge if they’ve done something to warrant that charge. A police state charges people for non-existent offenses, not legitimate ones.
