I would imagine the truck was parked behind the accident scene to prevent a driver from hitting the emergency responders, hence the refusal to move it. Damaged fire truck better than a dead fire fighter.

Personally, I would have grabbed the jaws and removed him from the cruiser. Let the cop explanation what his car is now scrap.

That's what I thought.....it looked like it was helping to divert traffic around the accident site.
