From the two movies I have seen, the sniper is not so much about killing the rank and file, it is about killing the guys in charge.
The point is that 1000 yards is a little over a 1/2 mile. In most situations if not all, the sniper team has to move unobserved to within that 1000 yards and the closer the better. If they do have to take the shot, the team will normally only get one chance. After that, the have un-ass the AO ‘cause the target defensive assets will come after the team. Far more likely for the team to go into an area unobserved, set up a blind and report back details over a time period of several days. Perhaps even call in air strikes or artillery. The rules change in an urban environment due to the difficulty in directly engaging the target.
Getting in and getting out unobserved uses a LOT of skills around movement, concealment, camouflage, etc. Failure or even weakness in any of those areas and the team will never even get close enough to get a shot. Or, if they do make the shot, they wont get out.
