Perhaps you might read more complete accounts of the incident.

The officer was writing Wong a ticket.
Wong decided he didn't have to get a ticket, he would just leave.
The officer grabbed mister Wong as he began to sidle off.
Mister Wong then initiated a shoving match with the policeman.
In said shoving match Wong was pushed to the ground where his cheek got scraped.
The officer summonsed more officers and they restrained him, then took him to Saint Luke's hospital.

As far as I know, the officer did neglect to check mister Wong's birth certificate to find out how old he was before writing him a ticket or restraining him, so I guess you might have some sort of point. Wong looks only in his middle sixties to me but I guess they should have to confirm that.

Or something.

Most police officers receive less than 6 hours of training using the defensive tactical baton during their time at the academy. If they are certified to carry/use the PR24 it is another 8-10 hours. Most Law enforcement agencies do not require recertification, or training beyond that.

After the Rodney King incident I assisted in the training of Cadets in Erie County New York. We demonstrated how to use these tools so that at the end of the day everyone is safe and the bad guys are behind bars with a minimum risk of injury.
