Appears to be wearing old style fatigues that the AF/Army stopped using in the ‘80’s. I cannot see if he is wearing any rank insignia, name tape or US Army/US Air Force tape. The pockets are level so it doesn’t appear to be Viet-Nam era fatigues. AF used a white t-shirt up until the mid 80’s, I think the Army switched from a white t-shirt to OD t-shirt before that. It may be a basic training photo.
