Well, terrorists held a parade down 17th Street in Ar Ramadi, Iraq in 2006 when they announced the Islamic State of Iraq......in groups and mobs, conspicuously, and vulnerable to military action. In fact one of the FOBs (the 17th Street Security Station) was filmed in the background as the coverage aired on Al Jazeera and CNN.
