RAT land is ground zero. Big urban centers. I don't recommend areas with big holes in the ground for ICBMs either.

During the height of the cold war and “really big ones” like 3-5 megaton single warheads, somehow our military had determined the most likely targets for the Rooskies right down to the intersection (basically, heavy industry). I discovered that where I lived, we were actually in the fireball, so “duck and cover” really didn’t matter too much.
