Nine times out of ten, such a chronically disruptive kid is found to be in foster care.

Or, a group home. We teachers found out that enough calls from us and the kid would be moved to a new group or foster home so we'd pile on the calls -- ALL of them justified, AFAIC. We are talking about real miscreants who prevented us from doing our jobs, made sure no one in the entire class learned -- along with threatening to F- us teachers up, etc. I've always said it violates a student's civil rights to have his education constantly disrupted by thugs. I know it is much much worse now - I've moved on to a better school with much better students and my entire life has improved dramatically. Horrible experience I wouldn't wish on anyone. The public has NO IDEA what goes on in these types of schools on a daily basis.
