To address whyisa’s question, I think you and I are thinking of more “mature” users. So to speak. Yes, young adults will go out on the town and I don’t think you will change that.
But you and I know that controlling the experience is what the older and wiser folks do. My stereo, my tv, my refrigerator, my climate control.
Ok, that makes more sense - I wasn’t following the logic on that one. But that applies to alcohol, for the most part, as folks get older.

When I was 18, fcol, you could get pulled over with a case of 8 packs, half empty, and drive away.
It isn’t like that anymore. Kids tend to be dumb, to a point..but the inability to smoke in public places, I think, will limit that sort of DUI to concert venues, that don’t have cop controlled parking, for the most part.

They’re addicted to the money, and they lose it as people start staying home.so, they lower the limit, to increase the incidence of crime.
But people do stay home.
