I'm no brain expert but this suggests that at least some of the brain tissue damaged by her stroke somehow regenerated or another pathway for the visual signals was developed.

Yeah, there was probably nothing wrong with her eyes or optic nerves, the signals just weren’t getting processed. Sometimes the brain just rewires itself to process inputs through other areas, so that may be how it happened.
