In fact, peer review has shown that the early "failures" that supposedly disproved P & F were themselves poorly done, or, in the case of MIT's effort, actually yielded excess heat. "Someone" at MIT then CHANGED THE REPORTED DATA (i.e. committed scientific fraud) in the published work. This was discovered by re-examining the raw data.
