Green Bay knows. But even here in the Pittsburgh area (which gets a lot more snow than NJ), if we get so much as a couple of inches of new snow, the schools will start two hours late. If it is much more than 2", they close.

The rest of us, meanwhile, are expected to show up for work as usual unless the roads are closed.

I grew up in upstate New York, and remember many winter mornings walking in 8-12 inches of snow toward school, griping about the unfairness.

Then I grew up... (somewhat - LOL)

If a big event doesn’t plan for “acts of God” (can we say that anymore?), then they are failing to plan, and hence planning to fail.
