The strip on the pants is what tells them apart.
Dress uniforms are used for check point, office and other more public admin duties. They are expensive, uncomfortable and prone to damage so the agents did not ware them when working the border.
I know that they did ware those funny British helmets for a brief time in El Paso Sector back in the day.

It was probably his idea, Nat Geo is not a news org, they stage the critter stuff all the time.
