I stopped listening to the BBC (on SW) years ago. They did a week of AIDS awareness that included puff pieces from the prostitution capitals of the world. The guy that was reporting was doing it from a rickshaw in Bangkok or the like.
So, a GSE sending almost 10X the personnel of a competitive private concern is just par for the waste.

I would expect UK-based propaganda organ such as the Beeb to do such since the UK is the leader in promoting anything that leads to the West into the abyss of death and destruction.
