The Version 5.6 global average lower tropospheric temperature (LT) anomaly for November, 2013 is +0.19 deg. C, down from +0.29 deg. C in October (click for full size version):
What the graph shows is that if you take the average global temperature for the lower stratosphere from 1981 to 2010, last month (November, 2013) the global temperature is .19C above this average, or just under 1/5 of one degree.
