why is chinese wording on the USs Health-care website? Somebody has to fund the chinese. Health-care is right and the website has to make available everyone signing up to lose everything. It is being done in the interest of fairness; done with a handshake, a wink, a nod and free hacking.

Well, there are a few language links in the middle of the page. Chinese is one of them. The page re-loads too fast for me to see any writing in the background, other than the link for the Chinese language when the page loads.

Try to press your ALT and PRNT SCRN buttons at the very moment you see the suspect screen. That will give you a screen capture. Then open something like Paint or Word and do an Edit/”PASTE” of the screen. That should allow you to get a good copy of it.
I tried but I can’t see it. Different things happen on different browsers though.

Well it seems to be the same link as on the main Healthcare.gov page down towards the bottom.. Just an odd place to put Chinese text.. if you mouseover it on the main page it is a link to the Blog .RSS so to me it shoulf have said RSS or have the RSS image rather than the Chinese text.. looks like a cut and paste error by the coders.

I think we're looking at some sort of Opera issue. The source code for the page using something called "glyph-icons" to display the little RSS feed icon that you eventually end up seeing.
Here is a link called
strange web icons where somebody mentions an unrelated issue that results in strange looking icons (one of them is "chinese looking").
Based on that, in my opinion, your browser is in between loading the actual "glyph" icon specified in the page's source code. In the meantime, Opera plucks some weird character out of its font library to substitute until the actual rss icon is loaded. Bottom-line...nothing nefarious here.
Here is a screenshot from the link I provided (note the "chinese" looking icon in the top right corner):
