Catch 22. You can be tax exempt if you are a charity. But if you continue to provide charity, it is proof your tax exempt status should be revoked.

All "charity" must come through the state. They will determine who is worthy and who is not.

What about the people whose deductibles or copays are too high. Where do they go?
