MasterCard etc. are international brands, and very jealous of protecting their reputation. I strongly suspect that they DON’T want their logo (often associated with wealth and prosperity) to be sullied with the stigma of EBT.
Try looking up one called "CreditOne", just for an example. They look very similar to the "CapitalOne" card but are a card clearly for losers. I'm surprised CapitalOne doesn't sue them for trademark infringement, but they maybe get a cut of the action.
In a former life, I was in the licensing business and dealt with this type of thing on a regular basis. It is, as one of my colleagues said about Pierre Cardin, they would allow their logo to be used on a condom if the price was right.
