When he started to run, if the cops had quit chasing him I’m sure things would have turned out differently. He wasn’t armed and dangerous, holding a hostage or having just murdered someone. A stolen vehicle wasn’t worth endangering lives. They knew who he was and where to find him. They could have arrested him later.
