No. Calling the cops was stupid, but this doesn’t mean that bad behavior should be allowed or encouraged.

Yep. Another smoking related death. They really ought to outlaw those things. But look at it this way. If he’d actually been able to buy them, and then lit one up, he’d be endangering everyone he encountered with his second hand smoke. Anyone and every one in his (future) path can thank the police for saving them from a possible long and painful death.
