Building blocks. Make then yourself from 2x3’s. Sand them down so they are kid friendly. Make 3 or 4 different sizes, put them in a rubbermaid tote box. Seriously. Let the kid use her imagination and make all kinds of things with them.
I had tons of toys as a kid, those were the best.

At 2-years of age most kids would rather have the box that the toy came in, cut a door and couple windows in the box,
