Can someone direct me to a factual article that says who exactly is control of what is 'shut down'. Does Obama decide or not?
His administration, who all agree with his ideas and tactics, are the people behind this. Obama, with his silence, approves and behind closed doors is surely cheering them on.

Spending is at the same exact level as it was when Obama took office.
It’s a fake crisis ... and never let a crisis go to waste.
The calculation by the Dems/MSM is that Republicans will take the blame and it’ll cost Republicans the House.
So there’s zero incentive for Dems to negotiate.
What is shut down is “non essential” ... but a lot of political hot spots have been added to give the MSM talking points, “No cancer tests for the children! No parks!”
The point is to make the public “feel the pain” and feel we are in a crisis. Then they can do what they want.
They did this with nightly news reports for months about the “Crisis in Healthcare” to justify government takeover.
How they operate and the American public hasn’t caught on to it or is to busy or stupid to care.

The executive office has sole responsibility for that and as the Chief Executive he has sole responsibility whether he makes the decision or his lackeys do. There is no plausible deniability provided by the Constitutional requirements of the office.
Districts are gerrymandered so why are republicans worrying?
If anything, it should be white democrats in the house that Gould be worrying.
The executive branch RUNS everything.
Whether Obama decides or not, it is HIS responsibility.
This is why Obama can use the debt ceiling (with the shutdown as cover) to FORCE a default, even though we will still have the money to service the debt.
It is also why Obama wanted this shutdown, and wants to see it continue.
You will never, ever get a name. Even in private industry those types of decisions are made by a cascading group of people. Yes, the President is the ultimate decider. But if you want to know who put the decision in front of him, you are barking up the wrong tree.
And really....why is it important to know?
The ability to get angry at a specific person is really not going to yield anything in case. Its OK to think that they are all horrible people.
Whoever is cherry picking the closings is someone who hates all that is noble and great about America. That would be the current occupiers of the White House and their advisors and handlers.
