According to the author of the article, the above was a restating by the evangelist of the apparently controversial statement.

I haven't heard this on youtube, so those lines above are all I have to go on.

It sounds like he saying that we're eventually going to be living under martial law, and that depending on who's in charge that that could be better or worse.

Going with the hypothetical for a moment, but IF Obama is in charge, you can darn well rest assured that it won't be a pleasant time.
