There really is no co-mingling. The accounts are separate, with separate qualifications, reviews, and benefits independent of the other program.

Welfare has always been in the form of cash, with few restrictions on how it is used (some states do restrict use of the cards at casinos, etc.). The recipient can use the welfare for additional food, rent, car payment, or even beer, in most cases, or, rarely, save it.
