I understand that you are being humorous but I can not see the humor in this.

This is just another statist strategy to diminish the value of human life in order to put all power in the hands of the state.

These researchers most likely believe that they are furthering the interest of animal safety and welfare but the opposite is true. By diminishing the status of humans they are diminishing the power of the individual.

In diminishing the power and rights of the individual they increase the power of the state. A state with ultimate power will decide who can have pets what can and must be done with pets what will be required of pet owners.

Eventually having a pet will become so expensive because of the government requirements to owning a pet that only the wealthiest persons will be able to afford a pet.

Consider the regulations already in place for persons that keep animals for professional entertainment purposes (for example magicians); DOA onsite inspections, Emergency plans, special requirements for nutrition and storage of food.

Eventually these requirements will be mandatory for all pet owners.
